Rocky road to democracy: A struggle with legacy of two totalitarian regimes ReviewThis paper discusses history of Czechoslovakia with respect to its democratic development. During its short history, it became part of two totalitarian states, first it became a Protectorate of the Nazi Germany, and after the WW2 it fell into the sphere of influence of the Soviet Union. It is interesting to see how it happened that Czechoslovakia emerged on the winning side and became part of the Soviet Block. The book is brief and contains large number of references.
CONSTITUTION & DEMOCRACY: This section contains overview of constitutional development, including origins of these documents. Czechoslovakia was a result of President Wilson's effort to recognize smaller nations as partners; and such it emerged from the WW1 as a newly established national state carved out from the Austrian-Hungarian Empire. The 1920 Constitution written by Prof Hoetzel was mainly based on the Constitution of the U.S.A., December Constitution of the Austrian Hungarian Empire, and Constitution of the Third French Republic. First serious constitutional crisis occurred in 1938/9, after the Munich crisis, which then President Benes resolved by abdication. New President, Hacha, was elected before establishment of the Nazi Protectorate. Critical incident decision-making is discussed in this section in an attempt to understand behavior of key figures. Series of international agreements was signed by the exile government of Edvard Benes in London, and after the war before the elections of May 1946. Constitutional vacuum between 1945 and 1948 is seen as a key condition of violence relating to post-war atrocities in Czechoslovakia.
KEY POINTS FROM HISTORY: This section contains critical incidents from the history of Czechoslovakia in relation to their impact on democratic development. Attention is paid to victimization and marginalization of two important figures of Czechoslovak pre-war political scene, Radola Gajda and Milan Rastislav Stefanik. Abdication of Edvard Benes and consent with establishment of Protectorate signed under duress by Hacha created very difficult legal situation for anti-Nazi resistance, both domestic and foreign. This is compared to the situation in Lithuania, where President Smetona refused to approve Russian demands with his signature and fled the country. Shortly after the war, before the conference in Potsdam, several hundred thousands of civilians were slaughtered and about 3 million expelled in a wave of national revenge which was legally grounded in the Presidential Decrees. Agreements signed by the exile government of Edvard Benes during the war are presented in detail, and full text of the most important ones is also enclosed as Appendix. The impact of the so-called Kosice government program from April 1945 on post-war development is discussed as well. After the Communist coup in 1948, the new government launched terror against various groups of population. In 1960's, the regime relaxed its grip until the Soviet invasion of 1968. After the Velvet revolution of 1989, the country had to cope with legacies of the past, including devastating effects of long-term oppression on behavior of the population.
ELECTORAL SYSTEM and THE POWER OF MEDIA: Suffrage, voting power, and electoral system are presented very briefly just to explain the most relevant constraints, explained on the example of non-communist candidate Pavel Wonka, who died in prison after his attempt to run for a public office. Language barrier, spreading of misinformation and exploitation of unlawfully obtained secret recordings for coercion are seen as the most important constraints in development toward democracy.
CONDITIONS OF POLYARCHAL DEMOCRACY: This part compares the current situation in the Czech Republic to the principles of polyarchal democracy as defined by Dahl: elected representation; free, fair, and frequent elections; alternative sources of information; freedom of expression; associational autonomy; and inclusive citizenship.
CONCLUSION: Statistically, the biggest cause of civilian deaths is an authoritarian government. Access Controlled: The Shaping of Power, Rights, and Rule in Cyberspace (Information Revolution and Global Politics) ReviewSmartly organized and edited, Access Controlled is essential reading for anyone interested in studying the methods governments are using globally to stifle online expression and dissent. There is simply no other resource out there like this; it should be required reading in every cyberlaw or information policy program.
The book, which is a project of the OpenNet Initiative (ONI), is divided into two parts. Part 1 of the book includes six chapters on "Theory and Analysis." They are terrifically informative essays. The beefy second part of the book provides a whopping 480 pages(!) of detailed regional and country-by-country overviews of the global state of online speech controls and discuss the long-term ramifications of increasing government meddling with online networks.
The book offers a useful taxonomy to illustrate the three general types of speech and information controls that states are deploying today. Throughout the book, various authors document the increasing movement away from "first generation controls," which are epitomized by "Great Firewall of China"-like filtering methods, and toward second- and third-generation controls, which are more refined and difficult to monitor.
The individual authors seem to adopt a somewhat gloomy outlook toward the long-term prospects for "technologies of freedom" relative to "technologies of control." But I think it's vital to put things in some historical context in this regard. It's important to recall that, as a communications medium, the Net is still quite young. So, is the Net really more susceptible to State control and manipulation than previous communications technologies and platforms? I'm not so sure, although it's hard to find a metric to compare them in an analytically rigorous fashion. It's certainly true that the State has access to more data about its citizens than in the past, but it's also true that we have more information about the State than ever before, too! And, again, we also have access to more of those technologies of freedom than ever before to at least try to fight back. Compare, for example, the plight of a dissident in a Cold War-era Eastern Bloc communist state to a dissident in China or Iran today. Which one had a better chance of getting their words (or audio and video) out to the local or global community?
Despite those small quibbles, Access Controlled is an indispensable resource that belongs on the bookshelf of anyone who covers information technology policy and wants to better understand global Internet regualtion. Highly recommended. The Death of "Why": The Decline of Questioning and the Future of Democracy (BK Currents (Paperback)) ReviewAndrea Batista Schlesinger's new book is one that really makes you think. Though its focus is primarily on the habits and miseducation of young people, the issues raised have broad applicability to all segments of society. (Before you read on, please note that I may be somewhat biased, as I helped the author early on in the writing process by responding to several surveys she conducted as part of her research.)
The main question is: Have we forgotten how to ask questions and is this leaching the life and vitality out of our society? In particular, are we so used to getting easy answers through modern conveniences like internet search engines that we don't even bother to think deeply about anything anymore? Are we really becoming a society of "headline skimmers" who are too impatient to read whole newspaper stories (let alone whole books)?
From beginning to end, this book got me thinking. The author has many theories and ideas you'll have to ponder. She suggests we need to institute "slow democracy," where we all take more time to think about, and debate, policy issues; she believes schools need to teach young people how to participate in their communities rather than training them to balance their checkbooks; she thinks the current way we do presidential debates is a sham where the candidates get to yammer on about whatever they want without actually answering the questions that were posed to them; she posits the proposition that our country was founded on a single question: "Why can't I be free?" and that, therefore, the need to question things is at the very root of our democracy.

Access Denied: The Practice and Policy of Global Internet Filtering (Information Revolution and Global Politics) ReviewThis is a beautifully put together book in terms of brains, content, presentation, and coverage.
An edited work, with ten primary authors, it actually reflects the collaborative efforts of an international network of collaborators, and can safely be considered the seminal basic reference on this topic.
The first 150 pages include an introduction and six chapters, on measuring global internet filtering, the politics and mechanisms of
control, tools and technology for filtering, filtering and the international system, corporate filtering, and ethics. The rest of the book, 285 pages, is taken up by regional overviews and then country-specific summaries of filtering policy.
The motives for filtering are three: politics & power; social norms & morals, and security concerns.
Two types of filtering occur: announced, and disguised. Announced filters show a blocking page, unannounced filters pretend there was an error. Blocking anc be of entire sites, or specific pages identified by keywords.
The eye-opener for me was that filtering is not just on content, but on capability. Skype and Google Earth are two of the primary capabilities that are being denied to the people around the world by repressive ignorant governments who would rather have perpetual poverty than allow the people to leverage every aspect of the Internet including free global communications.
This is a first class intellectual, social, economic, and political contribution to the literature.
I recommend the following ten books along with this one:

Aftershock: The Next Economy and America's Future ReviewAFTERSHOCK may well be the most important book written on the current economic crisis. I say this because it offers a critical insight that I have seen in very few other places: The fundamental cause of our problems is the relentless drive toward income concentration. The problem with concentrating income into the hands of a few people is that you take money from millions of people who would spend nearly all of it, and give it to a tiny number of people who can't and won't spend it -- but will instead save it, gamble with it, or invest it offshore. The end result is simply too few viable consumers to drive the economy.
Reich points out that income for American middle class families has been essentially stagnant or declining for over three decades. The middle class has coped with this in three basic ways: (1) Women have entered the workforce, (2) People worked longer hours, and, of course, (3) We all relied on debt (credit cards and home equity loans) rather than income to support our consumption. Those coping methods are now exhausted, and we are left in a position where average Americans simply do not have sufficient discretionary income to support a sustainable recovery. The great American consumer class -- which was the driving force behind our prosperity in the 1950s and 1960s -- has been largely decimated.
To his credit, Reich correctly identifies globalization and, especially, automation technology as primary forces behind declining middle class wages. At the same time, rather than enacting countervailing policies, the United States (beginning with Reagan) has gone in the exact opposite direction and adopted a conservative agenda that has actually accelerated the trend toward income concentration.
The one shortcoming of the book is that Reich -- not being a technologist -- fails to anticipate how advancing technology is likely to dramatically worsen the situation in the relatively near future. As someone who works in this area, I can tell you that the degree of progress we are soon likely to see in automation technologies is historically unprecedented.
To get a sense of what we may face in the future, I would strongly recommend that this book be read in conjunction with Aftershock: The Lights in the Tunnel: Automation, Accelerating Technology and the Economy of the Future. Both books offer an eerily similar analysis of the crisis -- both concluding that the problem is a dearth of viable consumers. Both books also propose very similar solutions: direct income supplementation. Reich proposes a negative income tax (which was supported by free-market icon Milton Friedman).
Anyone who wants to understand the current crisis and the danger we face in the future should read both "Aftershock" (for its emphasis on political and social implications) and "The Lights in the Tunnel" (for insight into how technology and globalization will continue to transform the economy -- and lead to an even more severe crisis, if we do not act ).

Protocol Politics: The Globalization of Internet Governance (Information Revolution and Global Politics) ReviewEven for those of us [me] who have used the Internet for decades, DeNardis has provided a nice favour by analysing how it has changed as a result of immense success and growth. The book largely revolves around the transition from IPv4 to IPv6. The latter was first proposed around 1991, just before the Web, when Internet usage really took off. But already in 91, net experts foresaw a day when the 4 billion address space of v4 would be exhausted. Hence the first proposals for IPng, which would become relabelled as IPv6.
The biggest demand is from the continued industrialising of developed countries, especially China and India. The continued distribution of v4 addresses would increasingly be seen as inequitable, and styming their growth.
The book describes stop gap solutions that have thus far reduced the end date of v4 address exhaustion. Notably has been NAT - Network Address Translation. But all this just delays an inevitable.
When will that be? The book shies away from providing a date. It explains that currently only some 0.3% of Internet usage is v6; all the rest is v4. Many deadlines have come and gone, often imposed top down by governments like Japan, Korea and Europe. The difficulties of transitioning from a global network of v4 and v6 nodes to just v6 seem hard. The book suggests that one trigger might be that actual exhaustion. While another possibility could be a killer app that needs v6.
Interestingly, the book points out that the purported increased security of v6, via IPSec, is not strictly confined to v6. IPSec has now been ported to v4. Ironically, the current low usage of IPSec under v6 has meant that there could be holes in it not found by sufficient testing and usage.

Cognitive Infiltration: An Obama Appointee's Plan to Undermine the 9/11 Conspiracy Theory ReviewShortly after taking office on January 20, 2009 President Obama appointed Harvard law professor (and personal friend) Cass Sunstein to the post of administrator of the White House Office of Information and Regulatory Affairs. In June 2009 Sunstein published an essay in The Journal of Political Philosophy entitled "Conspiracy Theories: Causes and Cures," in which he provided an "analysis" of conspiracy theories, viewing them, as his title indicated, as "caused" by "informational isolation" and requiring "cures", i.e., elimination. The article led to an outcry by civil libertarians of all political stripes, who especially singled out for protest Sunstein's call for covert "cognitive infiltration" by government agents of organizations the government deems "conspiracist".
Because Sunstein explicitly states that "9/11 conspiracy theories" are his main focus, virtually all interpreters have agreed that Sunstein's call for what is essentially another Cointelpro Operation is directed specifically against the 9/11 truth movement. (Cointelpro, or "Counter Intelligence Program", was the FBI's name for its high-priority operations to infiltrate, provoke, undermine and disable civil rights, socialist, antiwar, black power and Native American movements during the late 1950s and the 1960s.) The fantastic picture Sunstein paints of the 9/11 truth movement as "harmful," "dangerous," and likely to resort to "terrorism" suggests that he is serving a function similar to Philip Zelikow's during the Bush/Cheney years; in his own way, Sunstein too is a "myth-maker."
In his new book COGNITIVE INFILTRATION David Ray Griffin has provided the first truly adequate response to Sunstein's deeply-flawed and legally-questionable arguments. Griffin penetrates the obfuscation and phony scholarship employed by Sunstein to create the illusion of a rational critique of the 9/11 truth movement's alternative account of the events of September 11, 2001. Griffin presents a series of ten theses put forward by Sunstein, and shows that each is fundamentally flawed. Further, he demonstrates that Sunstein is unable to avoid numerous self-contradictions, either explicit or implied, that together amount to an internal, hidden counter-argument to his own position, which Griffin, in a novel and entertaining approach, brings out as an ironic "esoteric" meaning of Sunstein's essay.
Griffin demonstrates that Sunstein is completely unable to refute the major positions of the 9/11 truth movement, and doesn't actually even try to do so. Instead, Sunstein has produced a pseudo-scholarly fake "analysis" as a basis for a call for the government to infiltrate and neutralize the movement through activities which create "cognitive diversity," clearly not the least bit different from the FBI's Cointelpro operations. But in so doing Sunstein has provided Griffin the means to demonstrate yet again that defenders of the official account of 9/11 actually cannot proceed by using reason and fact. They are forced to resort to disinformation, suppression of evidence, lies, illogic, threats and intimidation, always with the same result: failure. The more people study the events of 9/11 the more certain they become that the government and its media outlets are lying.
Sunstein's essay appears to reveal that the government response to its ongoing failure will be to resort to illegal activities directed against people who are speaking out about the highest crimes carried out in the corridors of power. The remarkably inept manner in which he makes his case suggests, however, that providing a rationale for such a future policy may not have been his real intention. Rather, it seems plausible that his purpose is to suggest that such actions have not even been considered before, let alone implemented, when in fact such operations have been ongoing since 9/11.
Griffin's COGNITIVE INFILTRATION is a lucid and compelling exposure of the contempt held by the official defenders of the 9/11 myth for dissenters who have seen through their Big Lie. These officials expect that no one will be able to penetrate the murk of Sunstein's latest defense of the pretext for the US wars of aggression in Afghanistan and Iraq, now covertly expanding into many other countries. But with David Ray Griffin's book, everyone who is concerned with bringing their carnage and criminality to a stop, as well as to reverse the rapid erosion of civil liberties in this country, will have no difficulty remaining clear-headed in the face of the "cognitive infiltration" carried out by the holders of high office and their agents.
