From his counter-terrorism experiences in the United Nations and elsewhere, Vic Comras is uniquely qualified to shed light on the world of diplomatic negotiations, treaties and sanctions. His book Flawed Diplomacy describes how the post-9/11 efforts to confront the terrorist threat in the diplomatic arena were of good intent but ill effect. His discussion of the Counter-Terrorism Committee of the Security Council is particularly enlightening. Without a mechanism to enforce reciprocity and consequences, the UN appears woefully limited in its ability to shape a nation-state's behavior, and this allows terrorist organizations a measure of operational freedom in their weapons procurement and financing networks. Clearly, there is much that needs to be done in motivating all countries of the world to engage more comprehensively in the fight against terrorism. Overall, this book is well-written, accessible, and quite insightful.
